Back to 2 Billion ...... a programmatic philosophy using encouragement, incentives, support.
Possible Encouragement and Incentives: Families with two children receive awards, scholarships for both children. (We have long awarded strong intelligence. Maybe we can also reward the principle of fewer, which also helps us all.)
Back to 2 Billion -- working to encourage people to choose to have fewer children so the earth can abide. In 1950 there were 2 billion people on this planet. Now there are over 7 billion -- in just 60 years we have tripled our numbers. We can't sustain these levels. 2 Billion is an amount that has been suggested as the number of peoples our earth can handle sustainably. The CIA, in 2005, said our global lack of water has become a national emergency. Water,food, natural resources dwindle. Homeless numbers increase. Children starve. Animals are perishing.. We must slowly reduce our numbers for the good of our earth and us all.
